The majority of the students are unable to see them, but Harry and Luna can. What gives? Because they have witnessed a death, which is how you obtain the capacity to perceive Thestrals. When Harry was a baby, though, he witnessed his mother die. So why hadn’t he noticed them earlier? Does it matter that he was so young?
