Is it possible that no one noticed the names?

While Harry Potter is primarily meant for children, there are many aspects of the series that appeal to adults as well as children. One of them is how the characters seldom seem to be simply nice or wicked; they are frequently significantly more nuanced.
However, just by looking at their names, some characters are clearly malevolent. How could anyone in the literature believe that a character named Draco Malfoy could be anything but a jerk? How did they not realise Cornelius Fudge was completely ineffective?
